Senior Compliance Officer - Trade Surveillance

Purpose of the role:

Reporting to Senior Compliance Manager, Nesbitt Burns Retail Compliance - Trade Surveillance the primary function of the Senior Compliance Officer is to perform trade surveillance and account monitoring activities to identify and assess risks (regulatory, reputational, and financial) and ensure BMO Nesbitt Burns policies and procedures are adhered to on an ongoing basis. The incumbent will foster an environment of continuous improvement to enhance productivity and identify opportunities for improvement to the daily / monthly Trade Surveillance processes, including using AI or other technology where appropriate. The Senior Compliance Officer will also provide training and support for the other compliance officers as well as provide support for the other areas of BMO NB and other affiliates as required. The incumbent will also fulfill the duties of the Designated Options Supervisor for BMO NB.

Key Accountabilities:

  • Ensure the daily and monthly head office supervision of client trading activity is completed within specified timeframes including PRO trading activity. In a suitability environment, emphasis is on reviewing for issues suitability of trades, insider trading, artificial pricing, manipulative and deceptive methods of trading etc.
  • Assist Senior Manager in overseeing Compliance Officer workload by daily interaction with peers and setting up monitoring mechanisms
  • Provides Leadership, direction and training to Compliance Officers
  • Act as key contact and mentor of new Compliance Officers
  • Assist, provide feedback and review of various reports for BMO NB regarding such issues as high closing, AML, Managed Portfolio reports, Insiders.
  • Provide guidance and support to BMO NB Sales and Operations in meeting regulatory requirements and following internal policies and procedures.
  • Provide constructive input/feedback with regards to new products and initiatives from a regulatory perspective.
  • Identify gaps in policies and procedures which may have a regulatory impact and participate in the formulation of new policies and procedures to meet changes to industry rules and regulations
  • Recognizes, and identifies areas of regulatory, financial or reputational risk and provides advice and opinions to reduce or eliminate risk uncovered through daily and/or monthly processes
  • Set priorities and escalate urgent or sensitive issues to Senior Management in a timely manner
  • Provides input on developing policies and procedures and implementation of Compliance initiatives to ensure compliance with regulatory and internal policies
  • Acts independently within specific / defined objectives and direction.
  • Responsible for the successful completion of assigned daily / monthly Tier 2 trade reviews.
  • Transfer of technical expertise within the team, by identifying training needs and develop / implement training plans.
  • Assume other assigned responsibilities by the Manager/ Senior Manager / CCO or others
  • Take a leadership role in team projects / daily functions
  • Works co-operatively with other teams /departments
  • Assists peers to achieve team goals by offering support and advice
  • Gives guidance on matters that need additional analysis and interpretation
  • Communicates (writes and speaks) effectively to people at all level to ensure shared understanding.
KNOWLEDGE AND SKILLS

a) Knowledge:
  • Successful completion of the Canadian Securities Course, Conducts and Practice Handbook, the Derivatives Fundamentals Course, Options Supervisor Course and Branch Managers Course
  • Must have a detailed understanding of how the industry functions and be able to apply that knowledge to BMO NB internal processes.
  • Must have a thorough understanding of CIRO/UMIR rules, PCMLTFA, FATCA, Volcker rule etc.
  • Minimum 4-5 years' experience in a retail compliance environment.
  • Must understand all trading strategies, especially in derivatives trading, and apply that while reviewing client's trading activities and Options account approvals.
  • Working knowledge in trade surveillance systems such as Actimize, SMARTS etc.
  • Familiar with AI applications and ability to use it in the day-to-day work, when appropriate.
b) Skills:
  • Analytical skills and good judgement are extremely important.
  • Must possess excellent negotiation skills.
  • Excellent decision making skills
  • Must be organized and be able to work to very tight time schedules
  • Excellent oral and written communication skills
  • Conflict resolution and interpersonal skills.
  • Must have good PC skills. (Word, Excel, Access, PowerPoint)
  • Ability to work in a fast-paced and changing environment.
  • Must be able to work independently and be a self-starter.
  • People management skills and previous experience is preferred
Salary :

$75,900.00 - $141,900.00

Salaried

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group's expected target for the first year in this position.
