Vice President, Business Controls Testing and Automation

Job Description

Working on the Business Controls Testing ("BCT") Team under the Director of BCT for First Line of Defense, BMO Capital Markets ("CM"), the Vice President of Testing and Automation is responsible for executing the testing frameworks within First Line of Defense. This includes assessing AML controls and functions throughout BMO Capital Markets by creating and executing test plans, reporting and escalating issues to stakeholders and monitoring action plans to closure of compliance issues.

The role is accountable to communicate findings to the control owners, to identify opportunities for improvement and ensure the continued operation of effective controls which ensure continued compliance and risk management. Additionally, this role includes responsibility for ongoing efforts to improve the testing program to be efficient, and where possible to design and implement automation processes.

The VP will carry out the following a ctivities:

Planning, Management, Execution and Oversight - 20%
  • Assist the Director in the development, planning, and management of AML Control Testing
  • Develop and maintain the annual testing plans, in conjunction with the AML Officer ("AMLO") and other LOBs.
  • Provide oversight on the controls and activities monitored by the AMLRO Designates and determine impact on test plans.
  • Execute test scripts within the plans to ensure controls are appropriately designed and operating effectively.
  • Reviews the testing performed by Associates and Analysts.


Advisory - 15%:
  • Establish a professional relationship with internal and external stakeholders and proactively represent first line testing program
  • Collaborate with other subject matter experts on the identification of risks and integration of legal, regulatory, and AML compliance requirements
  • Prepare for, track and when appropriate, function as a key liaison for Internal Audit for AML control related issues.


Document, Monitor and Report - 20%
  • Execute on defined testing protocols and processes.
  • Establish timelines to complete required testing, including the development of an on-site plan, execution of testing processes and the communication of results.
  • Develop and present a report on the results of controls testing and business validation
  • Keep the Director and other senior management informed of significant testing issues and follow the escalation process as needed.
  • Provide input to the Issues Management team on the severity of testing issues.


Automation - 45%
  • Evaluate existing testing program for efficiency and automation opportunities.
  • Develop plans for automation.
  • Work with stakeholders to gain consensus and resources.
  • Analyze various process and tools that will contribute to increased automation in the testing environment.
  • Implement plans by identifying process and steps for automation.
  • Work with technology teams, vendors, and other BRS resources to implement automation designs.


Qualifications
  • 7+ years work experience
  • Undergraduate degree, Data Analytics/ MBA preferred
  • Knowledge of Capital Markets LOBs, products and infrastructure required (e.g., people, systems, relationships x-product/LOB)
  • Knowledge of applicable AML and Compliance regulatory requirements and practices
  • AML knowledge with an understanding of the most current trends and concepts
  • Knowledge of Assessable Unit structure and its importance in managing AML risk
  • Understanding of control methodologies and three lines of defense
  • Solid knowledge of Broker Dealer and Banking Regulations, which include but not limited to SEC, FINRA, OCC, FRB, CFTC, IIROC, OSFI , BSA/AML, KYC, Sanctions regulatory requirement etc. a plus
  • Knowledge of testing protocols, evidence memorialization, risk/control frameworks
  • Knowledge of compliance, control testing and audit
  • Familiarity with data manipulation techniques
  • Familiarity with process mapping/flow charts
  • Experience working with peers in Compliance and Audit
  • Knowledge of best practices in leadership, people management, and career development
  • Certified (CAMS, CIA, CAFP or CRMA) or ability to obtain certification in first year on job
