About the role:
The Specialist - Policy Management plays a key role in supporting BMO's enterprise policy management program and the effective governance of risk policy documents. This position applies subject matter expertise to the development, maintenance, and continuous improvement of policy frameworks, standards, and procedures, in alignment with the Enterprise Policy Management Policy and Standard.
Working within the Enterprise Policy Office, the Specialist contributes to the administration of the policy document hierarchy and lifecycle, supports the use of approved templates, and helps ensure policy documents are stored and managed in the centralized Enterprise Policy Repository for traceability and auditability. The Specialist supports the program's processes for enabling effective exception and escalation management and assessment of the effectiveness, compliance, and relevance of policy documents.

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. What will you do:
- The Specialist will be responsible for executing and operationalizing key components of the enterprise policy management program, supporting the Director in delivering high-quality, consistent, and timely work across a full book of BAU and change activities. This includes preparing executive-ready materials and decks, supporting policy lifecycle processes, contributing to the enterprise-wide document remediation effort, and implementing new workflows and procedures designed by the Enterprise Policy Office.
- The Specialist will support configuration, testing, and administration of the policy technology solution and will be expected to ask thoughtful questions, identify issues, surface risks, and apply foundational risk and compliance principles to ensure documents and processes meet enterprise and regulatory requirements. They must manage their own pipeline of work independently executing accurately, following through reliably, and delivering outputs that meet a high-quality bar without needing continuous direction.
- The role requires a detail-oriented, self-directed doer with proven experience in policy, compliance, risk, or governance environments, and a strong understanding of what "good" looks like in a regulated setting. The Specialist must think critically, show curiosity, and demonstrate comfort raising questions or observations to strengthen outcomes. They must be able to take ownership of assigned deliverables, handle competing priorities, and consistently produce polished, accurate materials suitable for senior audiences.
- This individual should be reliable, structured, and capable of supporting both implementation and steady-state operationalization of processes and technology-someone who can execute with precision, respond to evolving priorities, and contribute meaningfully to the maturation of the policy governance function while working under the guidance of the Director.
- The Specialist is expected to collaborate with stakeholders across the organization, integrate and enhance existing policy management structures and resources, and help drive continuous improvement while minimizing operational overhead and avoiding unnecessary duplication.
- Provides subject matter expertise in the analysis, development, approval process, issuance and communication of Risk policy frameworks in alignment with standards. Writes, publishes and maintains policy documentation to achieve the desired business results and support corporate, compliance and/or regulatory requirements. Includes guidelines, standards, directives, operating procedures, and related documentation.
- Builds change management plans of varying scope and type; leads or participates in a variety of change management activities including readiness assessments, planning, stakeholder management, execution, evaluation and sustainment of initiatives.
- Assists in preparing materials required for Audits and Regulatory Exams.
- Creates, implements and sustains the guidelines, standard, operating procedures and other documentation.
- Initiates and coordinates review processes among stakeholders.
- Identifies and eliminates gaps in current state of policies and procedural documentation.
- Reviews documentation on a timely basis to ensure they are up to date, accurate and complete.
- Designs and produces regular and ad-hoc reports, and dashboards.
- Broader work or accountabilities may be assigned as needed.
- Typically between 4 - 6 years of relevant experience in risk policy management and post-secondary degree in related field of study or an equivalent combination of education and experience.
- Knowledge of risk management, audit, compliance, and / or governance policy management.
- Knowledge of business and regulatory environment.
- Technical proficiency gained through education and/or business experience.
- Financial Industry background
