Provides oversight, monitoring and reporting on compliance with OSFI's Capital Adequacy Requirements (CAR) guidelines, Implementation Notes, and Total Loss Absorbing Capacity (TLAC) Guideline. Develops and maintains the end-to-end governance and oversight framework for interpretation of CAR guidelines, and associated guidelines in foreign jurisdictions that includes procedures, methodologies and controls that increase transparency, accuracy and consistency across groups. Executes decision rights within the governance framework and works with stakeholders to implement the methodology, metrics and program standards to ensure compliance as well as effective monitoring, timely reporting and identification of action plans. Advises stakeholders on implications of new developments related to regulatory capital and assists to implement new/revised policies and programs to address them.
  • Drives clarity in accountability by negotiating and assigning 1st and 2nd line responsibilities for compliance with each CAR paragraph, including in the context of initial compliance arising from regulatory developments, model applications, acquisitions, or new products/initiatives and ongoing compliance in the context of CAR related self-assessments.
  • Provides subject matter expertise on CAR requirements, when engaged by stakeholders, after they have completed their analysis of the requirements and require further guidance.
  • Supports enhancement of the CAR Compliance Program, along with associated tools and technology.

  • Recommends business priorities, advises on resource requirements and develops roadmap for strategic execution.
  • Leads the execution of initiatives/programs; assesses and adapts as needed to ensure quality of execution.
  • Acts as the prime subject matter expert for internal/external stakeholders.
  • Defines business requirements for analytics & reporting to ensure data insights inform business decision making.
  • Leads change management programs of varying scope and type, including readiness assessments, planning, stakeholder management, execution, evaluation and sustainment of initiatives.
  • Leads and integrates the monitoring, measurement & reporting on the status of the risk governance program to internal & external stakeholders.
  • Leads the management of governance meetings and maintenance of governing body mandates, oversight and approval guidelines
  • Identifies potential risk situations/ impacts and make recommendations or escalates as per decision rights frameworks and guidelines.
  • Assists with the interpretation of new or changing regulations and assessing impacts to the risk programs and governance frameworks; recommends and implements solutions based on analysis of issues and implications for the business.
  • Develops and maintains in-depth knowledge of business and related risk management requirements and legislative/ regulatory directives and guidance.
  • Researches existing or emerging requirements & related best practices to assist and develops recommendations for changes/enhancements.
  • Initiates and facilitates productive forums, where stakeholders can discuss, debate, and decide on key risk concerns.
  • Builds effective relationships with internal/external stakeholders e.g. business stakeholders and Corporate Support Areas (CSAs) in providing 'second line of defense' information and risk management support.
  • Analyzes data and information to provide insights and recommendations; includes identification of risk impacts for new processes and workflows related to initiatives.
  • Maintains tools and templates for risk programs and standards as required (e.g., Risk Control Self Assessment (RCSA), Sarbanes-Oxley (SOX), business continuity planning standards and policies, etc.)
  • Monitors and tracks performance; addresses any issues.
  • Operates at a group/enterprise-wide level and serves as a specialist resource to senior leaders and stakeholders.
  • Applies expertise and thinks creatively to address unique or ambiguous situations and to find solutions to problems that can be complex and non-routine.
  • Implements changes in response to shifting trends.
  • Broader work or accountabilities may be assigned as needed.

Qualifications:
  • Typically 7+ years of risk management experience in the financial industry and post-secondary degree in a quantitative field (finance, economics, statistics, engineering or mathematics).
  • Expert knowledge of regulatory capital requirements, OSFI's CAR guidelines and Implementation Notes or Basel Committee on Banking Supervision's Minimum Capital Requirements, in particular FRTB, CVA, Counterparty Credit Risk, and Securitization.
  • Understanding of accounting, balance sheet, and risk management concepts and practices.
  • In depth / Expert knowledge of risk management, audit, compliance, governance practices.
  • In-depth / Expert knowledge of business and regulatory environment and understanding of risk issues / trends and best practices.
  • Knowledge of banking products, including credit and non-credit experience, economics and financial markets.
  • In-depth / Expert communication and relationship management skills.
  • Ability to manage multiple priorities with effective planning and organizing skills.
  • Seasoned professional with a combination of education, experience and industry knowledge.

Salary :

$94,600.00 - $176,000.00

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group's expected target for the first year in this position.
