As a Scotia embarks on transforming the way we keep the bank safe we are looking for Quality Assurance Leads and Senior Leads to assess the design and operational effectiveness of the Banks's Regulatory Compliance Management Framework worldwide. This multi-year plan will drive greater program and process improvement across Global Compliance

In this role, you will :
C ontribute to QAR program delivery as it relates to the planning, execution, and reporting of assigned QAR engagements and initiatives. Act primarily as QAR liaison for assigned compliance programs, processes and/or units. Provide subject matter expertise on risk and control best practices during the development and/or enhancement of various compliance initiatives as required.
  • Conducts ongoing monitoring activities to stay abreast of process and program changes / regulatory impact / emerging risks / themes or systemic issues that may impact the risk assessment of the Compliance QAR universe and the QAR plan.
  • Leads the planning, execution, and reporting on assigned QAR projects. Obtains a thorough understanding of the Compliance unit/program/process and associated risks, develops appropriate evaluation criteria/procedures, and creates a risk-based engagement plan, inclusive of timing and resources.
  • Manages end- to- end process of QAR engagement execution and ensures nature and extent of assessment criteria and testing procedures are appropriate to support objectives, scope and overall conclusions. Completes timely review of workpapers, ensures internal control weaknesses are clearly documented with recommendations addressing the root cause and are communicated timely.
  • Ensures QAR results are analyzed, key themes are highlighted, root causes are identified, impact is assessed, and process and control weaknesses are reported accordingly. Confirms QAR results with appropriate process and program owners. Presents an overview of the audit results and findings to appropriate stakeholders. Follow-up for corrective action/progress against any reported issues. Perform issue validation and closure activities as necessary.
  • Ensures QAR reports and related documents are written to a consistent high standard and are finalized within established timelines.
  • May be required to carry out specific reviews or investigations of a moderate or high complexity and/or confidential nature. Will be required to plan, document and seek agreement in advance as to the engagement approach and confirm conclusions upon completion in writing.
  • Understands how the Bank's risk appetite and risk culture should be considered in day-to-day activities and decisions.

We'd love to work with you if you have :
  • Minimum 8 years Compliance, Audit or Risk Management experience.
  • University degree required in business, finance, accounting, or other relevant area.
  • Accounting designation or other technical/professional designation (e.g.: CPA/CFA/ACAMS/ACFE) is an asset.
  • Highly skilled in risk management, process and control testing.
  • Proficient at applying risk-based standards, practices, techniques, processes and methodologies.
  • Understanding of OSFI-E13 and the Bank's Regulatory Compliance Management Framework.
  • Ability to execute and/or supervise multiple projects at any given time.
