Job Description:

Department Overview

Talent & Learning is responsible for the strategic direction and establishment of effective employee development solutions to build capabilities for leaders and employees and support them to align with TD's talent strategy and overall business priorities.

Reporting to Sr. Manager, Enterprise Programs, Enterprise Learning & Development, the Program Manager is responsible for driving strategy, solutions, operations, and change tactics to enrich TD's learning culture, in partnership with Learning and Bank partners. This is to ensure end-to-end delivery of high quality, innovative, diverse, multi-modal blended learning solutions on a variety of learning projects that support business priorities, enable people strategies, and impact key business measures.

Job Requirements
  • Rooted in the Bank and L&D's strategic and cultural priorities, define strategy and solution to enrich TD Bank's learning culture in an impactful, futuristic, and sustainable manner.
  • Effectively operationalize ongoing learning culture deliverables including being the owner of L&D's enterprise SharePoint experience or related experiences to drive sustainable and engaging learning, partnering with L&D CoEs for maintenance, updates, and any principal changes to the site.
  • Ensure smooth operations of the FutureNow enterprise programs, including defining program governance, maintenance of the several programs based on annual content review for a cohesive and current learning experience.
  • Act as an advisor to L&Ds Learning Solutions Architects, to provide strategic guidance on learning culture and enterprise learning programs, on content, learning engagement, and reporting. Based on nature of engagement, provide hands on support to co-manage learning engagements to increase in learning adoption and strengthen learning culture.
  • Drive the strategy and execution of change management plans to advance the Bank's learning culture and increase Enterprise Learning program adoption, including learning engagements and campaigns , award applications, showcases and conferences, both internal and external to the Bank.
  • Participate in the design and implementation of measurement and evaluation tactics, including engagement of colleagues in focus groups to obtain rapid feedback and support the longer-term evaluation agenda.
  • Oversee overall portfolio movement and rationalize how underlying projects/programs align with long-term organizational objectives; manage interdependencies of projects within the same program.
  • Manage budget and funding channels for maximum productivity.
  • Support any value adding team related activities, including content management, mentoring, participation for cross collaboration, and more.
  • Be an active member of the Learning Program Management community and share deep subject matter expertise in project/program management, including knowledge of industry best practices, emerging trends, and vendors; maintain best practices in areas of project framework methodologies.

Qualifications/Skills/Experience:
  • Proven track record of delivering results and commitment to operational and service excellence
  • Minimum 7-10 years of experience in project management and/or program management, preferably in a learning or adult training environment
  • Specialized skills in program evaluation and measurement
  • PMP certification preferred; Prosci Certified Change Practitioner is a bonus
  • High technology acumen and affinity to drive digital experiences. SharePoint working experience is a bonus
  • Understand the design, development, and delivery processes that deliver various learning formats including virtual classroom, eLearning, webinars, self-led materials and workshops of learning and development programs
  • Thorough understanding of the project management framework and how to effectively leverage project management assets (charters, project schedules, risk management plans, change management plans, etc.) to establish clarity of vision and detailed execution plan throughout the project life cycle
  • Strong client focus with an ability to listen and quickly learn about the various clients that the Learning function serves and become a trusted advisor on delivering learning projects successfully
  • Ability to prioritize and manage multiple projects concurrently in a fast-paced environment in alignment with changing business priorities
  • Ability to collaborate with multiple internal and external stakeholders and build relationships effectively leveraging sound communication, negotiation, consensus building, and influencing skills
  • Solutions-focused, "can-do" attitude to foster positive team morale and high engagement on projects
  • Sound understanding of how to translate business requirements and design a project delivery approach in collaboration with external vendors and internal delivery teams
  • Display agility and strong organizational skills, to demonstrate progress in a fast-paced environment
  • Highly developed critical thinking, analytical and problem-solving skills
  • Solid competency in MS Office suite, especially MS Project
  • Familiarity/competency in team meeting facilitation in virtual environments leveraging collaboration tools such as Adobe Connect, WebEx, MS Teams and SharePoint.
  • Demonstrated knowledge in the application of adult learning principles for various delivery methodologies is a nice to have
  • Experience with budget planning, program strategy, and communication with stakeholders across multiple COEs and lines of business
