Manager, Workforce Planning & Reporting

PURPOSE OF JOB

With guidance from the Director, Business Processes, responsible for administering and managing distribution of the retail labour budget via the workforce management system (Kronos). Own all programs/process related to scheduling, forecasting and time and attendance. This role is responsible to ensure labour spend aligns with budgets and business demands through proactive forecasting and development of labour standards. Conducts needs analysis with key stakeholders and ensures developed application and process meets their needs. This individual is responsible for supervision and workload planning of the Kronos SME & Retail Process consultant.

PRIMARY DUTIES AND RESPONSIBILITIES

Workforce Management System/Process Improvement Projects


    •Demonstrate leadership in guiding business change and managing multiple and complex projects specifically targeted at improving the workforce management process for all retail stores.•Act as the business sponsor for workforce management projects. Liaise between Retail Management, Operations Management and vendor to configure software as required. •Own and manage the relationship with key workforce management vendor partner(s) (Kronos)•Conduct needs analysis from key internal stakeholders at various levels and ensures software and process meets business needs. •Identify and implement best practices and processes from external market related to store labour scheduling, time & attendance as well as labour budgeting & forecasting. •Act as a process and system owner and ensure any issues brought forward from Payroll, HRIS or other departments are addressed with software vendor. •Work closely with senior management, I.S. department, Finance department, Human Resource, and field operations to keep informed of tests and pilot programs, new challenges and trends within retail labour recognizing and promoting potential benefits for productivity in the retail operation.•Manage the implementation of new products, techniques, equipment, systems, procedures and policies that impact retail labour; evaluate and prepare economic justification on equipment and emerging technology. •Identify and prioritize projects and be responsible for their completion in order to maximize the department's contributions to company objectives.•Keep manager apprised of project progress and implementation. •Enlist the assistance of field and Home Office resources to complete strategic priorities.•Supports the ongoing development of direct report.

Workforce Optimization

    •Assist in ensuring the chain labour budget (approximately $200M) set by Finance is operationalized and aligned through the workforce management system. •Assist in formulating and delivering a store scheduling agenda that will support and improve the performance of store execution and management of labour budgets. •Administer the workforce scheduling program that supports the organization's objectives and ensure it's based on equity and integrity and confirm that labour impacts are understood and reflected in scheduling and budgeting.•Maintain configurations and parameters necessary to dynamically schedule all departments, in all locations, which meet legal requirements in order to optimize the labour expenditure.•Communicate proven labour optimization techniques throughout retail operations management, as well as providing financial analysis to recommend trade-offs for labour tasks that will improve sales per labour dollar spent.•Provide support to all levels of Store Management in the area of labour control. Partner on areas of opportunity and escalating where needed•Analyze trends within various labour categories including training, overtime, earn vs. spend, opportunity stores as well as volume-based variables and provide insights and recommendations•Writes policies affecting retail labour changes in the field. Communicates these changes to all level of store management and associates.•Lead the development of and follow-up on the execution of training for store management on new processes and systems for workforce management.


KNOWLEDGE / SKILL REQUIREMENTS

    •Demonstrated understanding and experience with labour forecasting and scheduling in a retail environment•Experienced with workforce management applications (scheduling, forecasting and time and attendance) i.e. Kronos, Red Prairie, INFOR WRM Workbrain, Dayforce, Empower or ITR•Experience and/or understanding of AS400 and Peoplesoft functionality •Demonstrated ability to manage large, complex projects that are 6 months in duration•Ability to build and maintain relationships with retail management across Canada•Proficiency with Microsoft Office Word, Excel, PowerPoint and general functional knowledge of Access•Reconcile payroll issues stemming from difference between labour forecast and time worked•Bilingualism is an asset
PHYSICAL DEMANDS / WORKING CONDITIONS

    •Travel -national and local store visits (estimated to be 5%)

Knowledge/Skill Requirements:

Experience:

    •Minimum of 5-7 years of progressive retail experience including 1-3 years of retail management experience including scheduling and managing labour•Minimum of 3-5 years on project management experience •Strong project management experience and a proven ability to independently manage projects of a 6 month duration


Education:

    •Post Secondary degree/diploma in related field
