The CTO includes teams that support Corporate Operations, Corporate Data & Analytics, Corporate Evolution & Change Enablement and Corporate Platforms. The Business Architecture and Portfolio Management team within the Corporate Evolution & Change Enablement (CECE) group supports various corporate partners with the development of target state operating models and strategic portfolio investment management.

Job Description

The Manager, Portfolio Governance is a leader on the Portfolio Management team who is primarily accountable for managing end-to-end governance and delivery assurance for our Corporate partners. The governance manager and the team act as strategic advisors in supporting the proper and timely delivery of Corporate initiatives in accordance with TD delivery and governance frameworks.

As the Manager, Portfolio Governance, you will:
  • Be responsible for the cross-portfolio hygiene validation, and finding remediation.
  • Establish the internal process and procedure for the team to achieve best practices in daily operations.
  • Facilitate communications plans, internal and external outreach governance related sessions for governance changes and issue remediations.
  • Manage end-to-end project governance and delivery assurance activities for Corporate functions
  • Act as an end-to-end project governance expert ensuring projects comply with TD governance methodologies
  • Engage appropriate stakeholders (executive sponsors, business owners, project delivery leads) to identify and manage required outcomes of projects
  • Work closely with project managers, portfolio directors and portfolio managers on business cases to manage schedules for required reviews and approvals
  • Partner with project managers, portfolio directors and portfolio managers on portfolio investment committees (PIC) including timely cadence, approximate attendees, building content and managing approvals
  • Partner with portfolio managers in supporting their corporate partners in portfolio delivery, health, hygiene, PIC process, and governance routines
  • Partner with EPDE leads and create a feedback loop for policy/process improvements.
  • Respond to inquiries, escalate concerns, and communicate portfolio status and financials to executives
  • Be a thought leader and owner of process improvements across the team, including leveraging technology and automation
  • Coach project managers, portfolio directors and portfolio managers on TD project governance, compliance, and project methodologies
  • Attract, manage, and develop governance professionals as we build and mature the function within the CTO

Requirements
The successful candidate will be a process-oriented and efficiency minded professional who is confident communicating with audiences of various levels through a combination of easy-to-follow presentation and analysis.

The following skills and experiences are critical to the success of this role:
  • Knowledge of TDs project governance frameworks, including Smart Funding, Business Case review, Finance approval policies, EPDE landscape, risk & control procedures, and TD Delivery methodology
  • Quickly identify and assess risks to support risk based decision making.
  • Think outside of the box. Proactively identify opportunities for process improvement, new tool adoption and automation.
  • The ability to draw out key points from larger amounts of information, both financial and non-financial, ensuring critical data points are not missed or overlooked
  • Ability to exercise sound judgement in making decisions.
    Appetite for process improvement and confidence to identify inadequate or inefficient routines that would benefit from automation, centralization, elimination, or simplification
  • Comfort communication with colleagues of all levels, including senior executives, information that ranges from standard reporting to strategic advice and guidance
  • Prior exposure to, or experience in, risk management, governance, business management, project management, project delivery would be an asset
  • Prior exposure to project management tools (Clarity, DART, etc) or reporting/visualization tools (Tableau, MS Excel macros, Power Apps, etc) would be an asset.
