MDA is currently seeking a Manager, Financial Accounting and Compliance to support the Finance Department in a variety of tasks. The Manager, Financial Accounting and Compliance is responsible for monitoring and reviewing IFRS/US GAAP, complex accounting transactions and internal controls over financial reporting across the organization&rsquo s business areas. The position is also responsible for analyzing variances in working capital, balance sheet and departmental overhead spending. The following will be the tasks for this position:

Financial Accounting
  • Monitor and implement new and amended IFRS/USGAAP pronouncements and Corporate Accounting policies, procedures and standards across MSL and GSI.
  • Prepare and review technical accounting position papers for senior management on significant contract bookings and complex accounting transactions which would affect both internal and external financial statements.
  • Review significant contracts booked on a monthly basis to ensure revenue recognition, embedded derivatives, commitments and contingencies and other accounting implications are identified and considered.
  • Ensure that the monthly Flash Reports are prepared and review the variances to Business Plan and BA for reasonability
  • Review monthly Corporate packages and balance sheet accounts to ensure reserves and provisions are compliant with IFRS/US GAAP and approved corporate accounting policies
  • Provide technical guidance to Business Area accounting for project level transactions which require review for financial accounting implications (i.e. Foreign Currency Transactions, Revenue Recognition, Inventoried Costs, Leases, AFDA Provisions, Commitments, Accruals and Provisions, Fair Value assessments etc.)

Risk and Compliance
  • Design, implement, test and evaluate (SOX) internal controls over financial reporting on a quarterly basis to support the CEO/CFO certification process in accordance with the COSO framework.
  • Document key processes and controls by Business Area and maintain documentation in the risk management database (SOX HUB).
  • Perform risk assessments to determine where key financial controls are required to reduce risk of materially misstated financial statements.
  • Develop action plans to remediate control deficiencies identified in self-testing, provide recommendations to management and implement improvements.
  • Ensure audit schedules are prepared and review the schedules for reasonability.
  • Liaise with and support Statutory, Government and Internal Audit

Sred
  • Prepare quarterly SRED forecasts and the annual SRED Tax Return
  • Ensure compliance with SRED tax rules

Rates
  • Prepare preliminary rates based on Business Plan and rate simulation under various scenarios
  • Prepare the annual rate package to be submitted to PWGSC
  • Support the yearly Rate negotiation with PWGSC.

Other Projects
  • Support Shared Services to ensure timely transmittal of documents from site and processing.
  • Design and implement systems as required.
  • Provide ad hoc reports and financial analyses for management and assist with special projects requiring financial accounting, critical review or compliance expertise.
  • Coordinate the preparation of Statistics Canada, CSA and AIAC reporting deliverables

Requirements/Skills
  • Must have their CPA or CA designation
  • A minimum of 5 years of related experience is required
  • Strong accounting technical background, SOX and ERP systems control exposure
  • The position requires someone who has demonstrated initiative, a willingness to learn and good business acumen
  • Ability to think logically, analytically, and solve problems
  • Ability to work under minimal supervision and under pressure
  • Great interpersonal and teamwork skills, as well as have the ability to train others
  • Verbal, written communication skills are essential to this position
