As the Development Manager for the Ministry of Health and Long-Term Care (MOHLTC) - Health Network System (HNS) managed service; you will oversee the application development team, and assume day-to-day management of production support, application development and maintenance projects for the client.
You will ensure the successful delivery of Ministry project(s) from project selection through analysis and design to implementation, including responsibility for staffing, budgeting, scheduling and monitoring. As the Development Manager, you will work closely with the Senior Operations Manager, to oversee and manage a large and diverse team to ensure a high standard of HNS production development and application support to meet Ministry service level agreement (SLA) requirements for system availability and recovery. You will be instrumental in steering the technical development tools, techniques, and methods appropriate to the Ministry's projects, finding new ways to bring efficiencies to the development Continuous Integration & Continuous Delivery (CI/CD) pipeline.Here's how

•Build and maintain relationships with MOHLTC management, staff and stakeholders to ensure a strong TELUS/MOHLTC business partnership with regular and open communication via the HNS governance process
•Track and report actual HNS development resource utilization against budgeted Ministry contract plans
•Responsible for team development including recruiting, leading, coaching, mentoring, and developing technical team members to meet MOHLTC project requirements and delivery methodologies; effective resource management and planning
•Set, manage, and measure progress against team and individual objectives
•Direct incident management recovery procedures and root cause investigations
•Participate as key member in the formation of the Application/Technical Roadmap & Annual Plan
•Ready team for new governance process
•Forecast and manage people and capital requirements
•Balance workload with capacity by planning activities according to schedule and budgets
•Timely processing and management of cost-driving activities, i.e. Labour, expenses, etc
•Effectively manage business demands with technology risk
•Responsible for end-to-end software development life cycle, with accountability for delivery quality and ongoing sustainment metrics, incident and application performance
•Collaborate with colleagues across TELUS Health organizations to meet your deliverables
•Drive actions to closure and be able to establish and drive cross-organizational productivity
•Responsible for development of technology/domain/product strategy and roadmap/s
•Degree in a Computer Science or an equivalent combination of education and work experience
•10+ years of experience managing software development teams
•3+ years of experience managing teams in an Agile, Waterfall, Iterative, and Rational Unified Process
•Experience with software development life cycle (SDLC) and use of Cobol and Java programming
•Experience with Claims adjudication engine, preferably using HP Nonstop technology
•Using tools such as Jira, Jenkins, GitHub, Rally, HP QC, SharePoint, Confluence, etc. to perform daily tasks such as resource planning, financial forecasting, and Continuous Integration/Continuous Delivery best practices
•Advanced knowledge in the application of life cycle management for systems
•Must have full product/solution lifecycle experience
