As part of TELUS Health's Public Sector team, this role is accountable for fulling the responsibilities of the Program Director role for one of our large Public Sector clients. This includes oversight of TELUS' governance; delivery and operations services; compliance to contractual obligations and overall financial results within a $120M fiscal envelope. The role also serves as the senior Account Executive for another large Public Sector client. As part of this mandate the successful candidate will be the central point of accountability for this client and will support TELUS' interests at the executive level. Additionally, the successful candidate will exhibit their solid Health Benefits and Drug Claims experience in support of business development in the public sector space.
The role requires a seasoned leader with experience leading within a public sector program governance context with executive public sector stakeholders. Candidates should be self-directed and with experience leading large public sector programs leveraging an internal matrix organization. The successful candidate must have an understanding of pharmacy benefits management solutions, SDLC lifecycle and strong financial acumen.Responsibilities:
•Represent TELUS at all stages of provision of deliverables and services
•Provide executive leadership and strategic planning support for all aspects of public sector policy (specific emphasis on national pharmacare and public sector drug programs)
•Overall accountability for the delivery of Services, including: operations, application development application support and maintenance, implementation, and management of all program activities
•Participate in strategic and financial planning initiatives with overall accountability of financial performance and risk mitigation strategies
•Act as the senior escalation for all program-related activities
•Overall contractual oversight & key point of contact for Legal and Operational teams.
•Represent TELUS at industry events/meetings on public sector policy and pharmacy benefits management
•Accountability for large, multi-year managed services contracts & program budgets (50M+)
•Lead/participate in business development opportunities in order to support the growth of the business
•Manage successful senior leadership relationships (client, industry and/or within TELUS)
•Key contributor for reviewing and participating in RFPs Qualifications:Required Skills & Abilities:
•Demonstrated ability to provide leadership of large, public sector programs
•Sufficient seniority/experience to be able to anticipate program risks + coach the team in the development of strategies to address root causes
•Proven financial management skills (budget planning, P&L management, etc)
•Exceptional project management skills
•Ability to develop business opportunities and drive contract growth & profitability
•Ability to meet & exceed customer satisfaction objectives
•Ability to work autonomously, keeping TELUS internal executives informed/up to date, reaching out for support as needed
•Understanding of the pharmacy benefit management industry, stakeholder, competitive landscape and market trends Required Experience:
•15+ years of leadership experience in the pharmacy benefits management industry
•Previous Large Complex Deal and/or Program Leadership experience in Canadian public sector healthcare
•Previous public sector senior governance experience including public sector contracts Note:
